Cook beef: Heat a medium-skillet over medium-high heat then add beef, chili-powder, paprika and cumin. Season with pepper and salt and cook until beef is no-longer-pink for 6minutes. Drain fat.
Make cilantro-lime-rice: In a medium-bowl, toss together white-rice, lime-juice & cilantro by means of a fork. Put aside.
Make quesadillas: Heat a large skillet over medium-high warmth. After the pan is hot, add a tortilla & sprinkle cheddar-cheese all around. Top with another flour-tortilla & cook until the cheese has melted for a couple minutes each side. Repeat with remaining tortillas & cheddar to make 4 quesadillas.
Buildt quesaritos: Working with a cutting-board or plate, top the middle of one quesadilla with a few meat, rice, nacho-cheese sauce and sour-cream. Roll into a burrito. Repeat with remaining ingredients.
Reheat the skillet above medium-high heat. After the pan is hot, add 2 quesaritos & cook till the outside-quesadilla is golden & slightly-crispy about 3-5minutes each side. Serve immediately.
