At a 5quart slow-cooker on low, add the honey, brown-sugar, ketchup, soy-sauce, chili-pepper, garlic and salt. Stir to blend.
Add the chicken-wings. Stir until the wings are well-coated. Cover & cook for 1-2hours, till the wings are cooked through.
Remove the wings in the slow-cooker & set onto a baking sheet lined with foil.
Transfer the sauce out of the slow-cooker into a saucepan & bring to a boil on medium-high heat. Cook the sauce until it's thick enough to coat the back of a spoonto for 7-10minutes, stirring periodically. Then slather the skillet sauce on the wings.
Broil for 2-3minutes, till the sauce begins to darken & caramelize. And do not leave your oven. Broiling can go from caramelized to burnt in a blink, just trust me on this one. Open the oven & brush the following layer of sauce on the wings and then broil again. Repeat till you've got 3 layers of sauce onto the wings. Then Remove from the oven.
It is possible to use frozen wings; the cook time is going to be 2-3hours (4-6hours on low).
